The Board of Perry Township Trustees met in Special Session on June 1, 2011 at at the office of the Trustees in East Liberty.  Roll Call: Jeff Rosebrook, present, Gary Baker, absent, Merle Ackley, present and Cindy Stalling, present.  No one else was present.

      Chairman Rosebrook called the meeting to order and reported that the reason for this meeting was to discuss a zoning permit for Honda.  Honda would like for us to put a cap on the zoning permit that they need to get for their new building. 

     Mr. Gary Baker is in the American Cancer Center in Chicago, Illinois, and we were advised by Mr. Jerry Heaton, Logan County Prosecutor, that we could call Mr. Baker on the phone and get his vote over the phone at our meeting this morning. 

     Mr. Jeff Rosebrook made a motion to put a $10,000.00 cap on this zoning permit for Honda, and then Mrs. Stalling called Mr. Baker on the phone.  Mrs. Baker answered the phone and Mrs. Stalling reported to her about the motion on the floor.  At that time, Mrs. Baker reported the motion to Mr. Baker and he seconded the motion for a cap of $10,000.00 for this permit.  Rosebrook, yes and Baker, yes with a nod of the head, Ackley abstained. 

     Mr. Rosebrook told Mr. Ackley that he should not have went into the State Auditor with questions about conflict of interest, he should contact our lawyer, Mr. Heaton instead.  Mr. Ackley stated that he was sorry.  He just wanted to make sure we were doing things right. 

    Mrs. Stalling stated that Mr. Heaton feels that it is more of a conflict of interest with Mr. Merle Ackley being the father of our zoning inspector instead of Mr. Rosebrook’s business “Rosebrook Excavating” doing business with Honda. 

     Mr. Rosebrook had some other zoning rates from other Townships and ours are quite higher than other townships. 

     Mrs. Stalling said that Mr. Heaton said this was a no brainer, we might lose money on the permit, but we are going to get lots of money back in taxes. 

     It is okay for Mr. Dan Ackley, zoning inspector, to go ahead and get with Honda and write the permit. 

      Mr. Jeff Rosebrook made a motion for adjournment, seconded by Mr. Merle Ackley.  Rosebrook, yes and Ackley, yes.
