        The Board of Perry Township Trustees met in Regular Session on Monday, September 13, 2010 at at the East Liberty Community Room.  Roll Call: Merle Ackley, present, Jeff Rosebrook, present, Gary Baker, present and Cindy Stalling, present.  Also present was Melony Baker, Bonnie Brose, John Brose,  Dave Cook, Keith Montgomery, Dave Frangis, Mitch and Victoria Current, Nelson Baxley, Doug Henry, Paul Blair, Steve and Josselyn Henderson.    

           The minutes of the previous meeting was given to the Trustees to read prior to this meeting.  Mr. Ackley asked if there were any additions or corrections to the minutes and then asked if there were any additions or corrections to the financial statements that were given to the Trustees from the fiscal officer.  They approved the financial report and Mr. Baker made a correction in the minutes.  Mrs. Stalling had stated in the minutes that the Logan County Health Department had contaminated the water in the creek at Perry Park, when actually the LCHD had condemned the water. 

 Ackley, yes, Rosebrook, yes and Baker, yes.

     Mr. Dave Cook reported that everything is up to date at the fire department and all is okay.  We have had 55 runs so far for 2010.

     Mrs. Bonnie Brose reported that the park is booked until the middle of October and then it is done.

      Mr. Mitch Current had a quote from Sutphen for a tray to hold the 2 saws on the engine, so that they don’t get knocked around when they are driving to and from runs.  The quote was for $ 927.00.  Mr. Baker made a motion for said purchase, seconded by Mr. Rosebrook.  Ackley, yes, Rosebrook, yes and Baker, yes.  Mr. Current will place the order tomorrow.

     Mr. Steve Henderson and Mrs. Josselyn Henderson were in attendance to go over the rules for manure application.  This is what Mrs. Henderson does for a living, she works for the State.  She handles NW Ohio, she handles the spills and complaints in this area.  She explained her job and went over the main rules.  She explained about keeping it out of the waters and also the stock piling of manure.  She stated that it can be stock piled for 8 months and then it can be used for the next growing season.  It is to be 300’from residences, you can spread it year round and after it is spread, it does not have to be disced in at all.  She also stated that there is no limit on what you can store.  The trustees thanked her for coming to our meeting and updating us on this procedure.

     The cell phone tower is up and there will be a test on Wed. morning at .  It should be running within 30 days.

     Chief Montgomery reported that we need to purchase 2 more pagers. 

     Larry Wellington’s pants have fell apart, Chief told him to go ahead and order a pair.

     Chief reported that Keith Watson has contacted him from the Logan County Fair Board about bringing our grass truck and a medic to the fairgrounds for a derby.  What would we charge them to do this?  It would probably be around 8 hours, Chief suggested we charge them $1,500.00.  After some discussion, All trustee agreed to tell them we would charge $1,500.00 for our services.

     Mr. Dave Cook would like to have a room to put all the EMS supplies in a cabinet.  He thinks we would only need 2- 2x4’s 10’ long and 12 precut boards to do this, we would leave the top open.  All trustees agreed to let them go ahead and make this.

     Mr. Gary Baker called the Insurance Co. today and talked to the Risk Management people about whether we can put up a merry-go-round back up at the park or not?  Mr. Baker was told that it is still legal to have a merry-go-round at the park.  So Mr. Baker suggested that we fix the two we have and raise them and get them back up at the park. 

     Mr. Baker set up a training session for the crack fill machine.  A representative from the company came up and all 3 townships were there to see how it runs.

     Mr. Rosebrook reported that he has repaired the tile by Austin’s on

Hamilton Street
, he put in a new riser.  Olivers Welding is making a lid for it.  Mr. Rosebrook will pick up the lid tomorrow and put it on.

     Mr. Rosebrook is having Olivers Welding make a steel skid for the mosquito fogger, so they can take the Bobcat and lift the fogger in and out of the truck. 

     Mr. Rosebrook had to get 3 new batteries for the squad.

     Mrs. Stalling had a quote from Triple C Construction for a new floor in the old Shelter House at Perry Park, the quote was for $8,500.00.  The quote also had a new shelter house down by the playground for  $12,000.00 - $12,500.00.   After some discussion, Mr. Baker made a motion to accept the quote for the new floor and to table the new shelter house quote for now, seconded by Mr. Rosebrook.  Ackley, yes, Rosebrook, yes and Baker, yes.  We will wait for the new shelter house until the covering of the creek project is done.

      Mr. Baker reported that he picked up a propane cylinder from Heiby Oil.

      Mr. Baker reported that he has had a 8x10x16 stone donated for the baby on the Kerns Family lot in his cemetery.

     Mr. Kurt Penhorwood called Mr. Baker to see if we would be interested in hiring his employees to help us with the crack filling of our roads?  After some discussion, all the trustees feel that we have enough help to run the machine without hiring anyone else to help do this.

     Mr. Baker reported that he and Dave moved 31 loads of dirt last Thurs and Fri from the Cemetery to the Park to put on top of the tile. 

     Mr. Baker reported that we need to run 3 different tiles into the new tiles at the park, and there will be an additional charge of $3,500.00 to do this.

     Mr. Baker had Reichart Excavation come down and give a quote on finishing up the parking lot beside the fire house.  They gave a quote of $8,500.00.  The stone would be $12,000.00, but Honda may donate some concrete or asphalt to help fill in.  Mr. Baker told him that we would haul this if they would donate it to us.  After some discussion, Mr. Ackley made a motion that we hire Reichart to finish the parking lot, seconded by Mr. Baker.  Ackley, yes, Rosebrook, yes, and Baker, yes. 

     Mr. Baker reported that he has some concern with the compliance from the Risk Management Company for the fire dept.  His concern is with us complying with the State and our Insurance Co.  He would like to hire Ms. Jennifer Ganson to be our Compliance Officer at the Fire Dept.  He has talked to Ms. Ganson and she is willing to take the position, and she would make sure everything is up to compliance.  Mr. Baker made a motion that we hire Ms. Ganson as the Perry Township Compliance Officer for the Fire Dept. and give her a $1.00 per hour raise, seconded by Mr. Ackley.  Ackley, yes, Rosebrook , yes and Baker, yes.  Mr. Baker stated that the paperwork will be to her in the next week.

     Mr. Rosebrook suggested that if we do put up a new shelter house at the park that we put a couple conduits in it for electric and water while it’s being built. 

     Mr. Merle Ackley reported that he talked to Mr. Charles Dunaway and he told Merle that he wants the ditch behind his property cleaned out.  Mr. Baker said that he was down there today and he was only concerned about the end of the tile rusting out.

     Mr. Ackley stated that Marysville Schools called him and they want a post for TR 143 on the other side for the bus driver.      

      Mr. Ackley wanted to know how many footers need to be poured this fall?  As of right now we have 4, and the cut off is Oct. 1.

     Mr. Ackley stated that Reichart Excavating is shutting off the drive to the park in the evening while they are working down there.

     Mr. Ackley would like to get some new US flags for the town.  All trustees agreed to purchase some new ones, Mr. Ackley will get them.

     Mr. Merle Ackley made a motion to accept the Amounts and Rates as determined by the Budget Commission and authorizing the necessary tax levies and certifiying them to the County Auditor, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes and Baker, yes.     

     Mr. Paul Blair brought up that there is an ornament in the North Greenfield Cemetery that is all broke up, and it’s on the Fawn tombstone.

Mr. Blair would like for the trustees to encourage people to use the white stakes for trimming for flowers in the cemeteries. 

Mr. Rosebrook told Mr. Blair that he has received some complaints on the weed eating in the East Liberty Cemetery.  And there is some concern in the other two cemeteries as well.  Mr. Blair would like for the big pots to be either at the end of the graves or at the side of the graves and not in the front of the tombstones.

     Mr. Merle Ackley made a motion to pay the bills, seconded by Mr. Jeff Rosebrook.  Ackley, yes, Rosebrook, yes and Baker, yes.
